People question themselves when deciding whether or not adoption is the right choice for them. Not all hopeful parents-to-be pass the first set of qualifications. The goal of any adoption is to bring a son or daughter into a new family. However, each type also has different processes and qualifications. In addition to qualifications, the government has passed legislation to protect the adoption process. As adoption rates increase, so do controversies around adoption. Adoption is a long and arduous process that continually evolves over the years. All adoptive parents must go through the adoption process. This process can take months or years and involves a lot of paperwork and can even be considered a test of commitment (Bernstein and Bernstein par. 2). Although there is no formal law specifying what type of person can adopt, adoption agencies set rules and guidelines for adoptive parents. These rules differ from one agency to another and range from marital status to criminal records. Agencies gather information that will ensure a “safe and stable environment, with loving and supportive parents” (“Review of Qualification…” 2). Agencies attempt to ensure compatibility and compassion for each child they place with an adoptive parent. Rules and guidelines are not limited to agencies; biological parents and the state can also enforce their own rules.
