    Jim and the main character of the poem both need a job. They need a job to survive. Jim has to endure hard labor and the man in the poem has to wait in line for hours for a job. This is why this man is struggling, because he knows there is no job available, but he needs it so badly. It makes sense that they need money, food, and shelter. If they have a family, they have to support them, they have to provide for all their needs, especially if they are young children. To work is to struggle, but not to work also causes struggle. Regardless, work is needed to
