As discontent grew during the 1900s, three major philosophies were established. The three major established philosophies were socialism, communism and fascism. Socialism was never officially promoted, but the Bolsheviks, the elite group when Lenin was in power in Russia, believed that socialism could be achieved through moderate reforms such as higher wages, increased suffrage, and social protection. Communism was promoted by Lenin, his successor, and Stalin. Lenin developed the New Economic Policy, or NEP. Lenin simply viewed the New Economic Policy as a temporary retreat from communism. His successor put the Soviet Union back on the path to “pure” communism. Stalin developed five-year plans while the Soviet Union developed a command economy, in which the government made all basic economic decisions. A command economy is communist. Fascism was promoted by Mussolini and Hitler. In 1919, Mussolini organized Italian discontent within the Fascist Party. Mussolini quickly rose to power, and in 1925 he took the title II Duce, "The Leader." Mussolini preserved capitalism and created his "corporate state", where representatives of business, unions, government and the fascist party controlled industry, agriculture and commerce. Hitler made Germany the second fascist state in Europe. Mussolini and Hitler were allies. Stalin relied on Lenin to further implement communism and the Soviet Union because they both shared the same goal, generating the world revolution that Marx predicted and Hitler relied on Mussolini to further implement works fascism by copying Mussolini's idea of preserving capitalism. Philosophies were developed because of discontent. Socialism has many different theories of origin and must change the implementations to gain more power. Stalin followed some of Lenin's implementations, but did not follow all of them in order to gain more power. Both Stalin and Lenin had the same major goal, to create the world revolution that Marx predicted, but Stalin also opposed Lenin, just as he put an end to all other political factions, such as the Bolsheviks organized by Lenin . Hitler followed some of Mussolini's implementations, but also opposed some of them. Both Hitler and Mussolini preserved capitalism, but Hitler placed big business and workers under government control. As a result, the two leaders who supported them, Stalin and Hitler, achieved more success. Hitler almost conquered the world!
