Most European nations practiced indirect or direct governance. Direct rule is when a foreign power replaces the government of a group of people with its own government, directly ruling the population. Indirect rule is similar, but instead of overthrowing the current government, the foreign government uses "puppet" traditional leaders in place of foreign leaders in order to effectively rule the population without alienating them. Both types of rules are equally limiting and leave indigenous populations without real political power, although indirect rules give indigenous people a false sense of political representation. According to an article in the Gold Coast Leader of July 12, 1902, the then Governor of Ghana was quoted as saying: "I will not allow anyone to sit on a stool if I know he is disloyal, and I will remove a whole from his stool who behaves badly towards the government. As long as they behave well, I will support the power of the native chiefsā (Imperialism 18). The governor states that as long as a traditional leader supports and agrees with the foreign power, he is allowed to rule. This severely limits the political power of African leaders, to the extent that they do not have the power to oppose or fight against European domination, even in places where Africans have a share of political power. Since European powers (in the case of indirect rule) have complete control over African countries.
