The PCL-R is a tool that measures a distinct group of psychologically abnormal offenders using a three-point rating scale for twenty- two consistent behavioral characteristics. These characteristics have been the underlying themes of an ongoing debate among psychiatrists over the definition and existence of psychopaths in discourse. Although the literature does not take any definitive position, psychopaths nevertheless became a distinct group in the mandatory legislation of the Mental Health Act of 1913. The PCL-R goes further than the law in identifying this group by suggesting no only that "psychopaths" are a statistically relevant group of criminals, but Hare takes an objective approach that eliminates any likelihood that mental health practitioners and legal professionals will use this concept as a trash can for socially deviant crimes to the future. The Psychopathy Checklist-Revised (PCL-R) measures twenty-two behavioral characteristics or lack thereof that have previously been identified as the defining characteristics of a psychopath by Cleckley as well as other influential clinicians. The Hare measures these characteristics on a three-point scale ranging from 0 to 1. Additionally, factors are used to group thematically similar behaviors. For example, people prone to boredom, who share a lack of realistic long-term plans, live a parasitic lifestyle, and act impulsively, were grouped into factor 1. It is therefore the specificity of the PCL-R that makes it such an effective tool. Compared to the Mental Health Act of 1913, the clinician can now receive a much clearer description of the psychopathic state. A condition that we know exists, based on an objective and universally consistent description of Hare's core behavioral characteristics. The definition of this psychologically diverse group went from vague to empirically relevant thanks to Hare's research. The PCL-R is the most effective tool for diagnosing a psychopathic disorder. With clear, concise, and unbiased confidence, the PCL-R eliminates any possibility of the term psychopath being used as trash can for the misunderstood everyday deviant..
