    I. THE SUBJECT(S): This plan/proposal will be aimed at young people aged 12 to 18. It is not gender specific and covers all demographics. Subjects are likely healthy and well-adjusted individuals, except that they are participating in risky sexual practice. The behavior in question is the practice of unprotected consensual homosexual or heterosexual sexual relations. Many problems arise from this action, including sexually transmitted diseases, HIV/AIDS and unwanted teenage pregnancies. Statistics on these issues are increasing among this demographic of individuals. Children have unprotected sex, transmit STDs, HIV/AIDS and become pregnant. This not only harms individuals, but also the country. The costs of treating these diseases are astronomical, as are the costs of having children. The lifetime cost of treating HIV infection can be used as a conservative threshold value for the cost of preventing infection. Currently, the lifetime cost of treatment for HIV infection is estimated at $379,668 (in 2010 dollars). Therefore, a prevention intervention is considered economical if its EC ratio is less than $379,668 per infection averted.
