But human rights are a complex social concept. The quantity or intensity of violations is only one of many relevant dimensions. We suggest that there are three dimensions of general importance for human rights measurements: scope, intensity and breadth. Scope indicates the level of state violations by asking what is being done to victims. The lowest level may involve the infliction of symbolic humiliation on a victim or deprivation of livelihood, while the highest level may involve deliberate physical harm or death. Intensity refers to the frequency of occurrence of each of the different types of state violations during a given period. The intensity of human rights violations refers to the frequency with which particular activities are used; it addresses the question of quantity. Assess the size of the population targeted by human rights violations. While intensity focuses on the number of individuals directly affected, reach instead focuses on the size of the target.
