Introduction.The dynamics of the post-Cold War global situation caused a change in the perception of threat, which was initially oriented towards a military threat, becoming a multidimensional threat. this includes political, economic, social and cultural aspects, which subsequently led to a revolution in the nature of security. Furthermore, with the rise in terrorist activities that began a few years ago as part of the evolving generational war, many states have changed their conception of security in order to protect and secure their nation. In short, security becomes a national interest and researchers begin to make new adjustments or changes to the concept of security. The changes were originally more state-centric security that became people-centric security. Before discussing the usefulness and changes in the concept of security, it is necessary to understand the meaning of security and the concept of security itself. The definition of security most frequently used by researchers is that of Barry Buzan, in his book People, States, and Fear, who says that "security, in an objective sense, measures the absence of threat to acquired values , in a wiki sense, the absence of security”. fear that these values will be attacked” (Buzan, 1991: 4). Ayoob said that “security – insecurity is defined in relation to vulnerabilities – both internal and external – which threaten or have the potential to bring down or weaken state structures, both territorial and institutional, as well as governing regimes” (Ayoob, 1995: 9). Another notion: “… security involves both coercive means to control an aggressor and all kinds of persuasion, reinforced by the prospect of mutually shared benefits, to transform hostility into cooperation” (Kolodziej, 2005: 25).
