Program monitoring allows researchers and evaluators to obtain a clear description of the function of a particular program. “Monitoring often includes a review of a program's policies and procedures manual and a comparison of that plan with actual program implementation. “Thereby making the plan more comprehensive while ensuring compatibility with the stated mission and goals of the employing agency or funding source (Week 8 PowerPoint Lecture, Chapter 7).” In addition, it is about determining the actual direction of monitoring the results of program participants. This includes the ongoing collection of qualitative data, which requires understanding the needs of stakeholders and the requirements of its funding source. “However, quantified data does not reveal much about the day-to-day operation of a program (Posavac, p. 220).” Monitoring allows evaluators to discover ways in which stakeholders can improve their service delivery in a cost-effective manner. However, the use of on-site observers may bias results in cases where the observer had a personal or professional bias toward the subject. The danger of using untrained on-site observers is illustrated in a New York Times article regarding the firing of public school teachers after negative reviews from on-site observers.
