    To select countries for this task, I looked for different criteria for the development of nations. For my mind, I found the most reliable and suitable from the specialized agencies of the United Nations, such as the IMF, the World Bank Group and of course the WHO. My selections for this task are in addition to Finland: the Democratic Republic of Congo (later DRC) and Turkey. The DRC had the lowest GNI in the world in 2012 at USD 220 per capita and in 2000 it was USD 90 per capita. . In 2012, Turkey's GNI was USD 10,830 per capita and Finland's was USD 46,940 per capita, with the highest recorded being Norway's USD 98,860. (World Bank 2013.) I chose Turkey for this task because it is a candidate for membership in the European Union and it is a very large country on the border of Europe and Asia. There are many international migrants and also asylum seekers in Türkiye from Asia and currently from the Syrian crisis. The most interesting comparisons or classifications I found were the Human Development Index (HDI) and the drifting Inequality-Adjusted Human Development Index (HDI). Both reports are part of the Human Development Report, which aims to stimulate global, regional and national policy debate on issues related to human development. (UNDP 2013a, UNDP 2013b.) My objective in this task is to describe the health system of selected countries. I also try to estimate what is the effect of the overall level of development of the country on the health system.2 DESCRIPTION OF LEVEL OF DEVELOPMENT The criterion commonly used to assess the economic level of a nation is the gross national income ( GNI). GNI is converted to US dollars and is the sum of resident producers and foreign income. (World Bank 2013a.)
