    If government were not a necessary evil, how could government develop? One might believe that in order for government to achieve greater knowledge and prosperity within its own government, it must ensure that these necessary evils coexist with government. Contrary to this belief, it can be said that necessary evil must be removed to achieve complete and perfect government. Although a perfect government is led to believe that it is impossible, some people think differently, but one who disagrees with the previous statement may agree with Thomas Paine who believes that government is a general evil. Compare to Publius who thinks government is partly evil and partly necessary. All these evils are also part of human nature and government. Publius believes that a person's government is a reflection of human nature (Federalist 51). He also mentions that “If men were angels, no government would be necessary. If angels were to govern men, no external or internal control of government would be necessary” (Federalist 51). Publius says this to make the analogy that we are not angels, therefore we cannot govern ourselves. This is a good example that shows that human nature and human beings are flawed, so something will most likely go wrong regardless of the circumstances. Publius speaks in Federalist 51 that since men are not angels, we live in a society where men rule men and in doing so we must check their power, as to what they can and cannot decide, such as making laws, distributing them, and deciding on whom and how said laws are imposed. If you don't control the power of the government, it will eventually combine all of its powers to form a tyranny. Publius would agree with Locke because they both believe that you must have a government to form a civil society and that a government will protect you and guarantee your natural rights as a person. In conclusion, there is no such thing as civil society. a perfect government, just a big government, but even then they will still have some flaws. Necessary evils are necessary in government to move beyond history and improve. Publius and Thomas Paine agree in the sense that evils in government cannot be avoided. Government is necessary in all its forms; it is what controls us humans not to act in an undisciplined manner. This necessary evil of government will continue to apply to all humanity, because we are humans and it is part of our human nature..
