Citizens are the eyes and the community and they remain vigilant and on the lookout for suspicious activities that may occur. If they see anything, they report these activities to the police. Most crimes that occur in the neighborhoods are burglaries. Theft, vandalism, and car theft also occur in communities. More recently, murders have become the crime committed in neighborhoods. The popularity of neighborhood watch programs has increased since the 1980s (Neighborhood Watch, 1). They can contain a variety of components. Most programs have three components. Neighborhood watch groups decide what they want to have. To do this, they choose the elements that they believe will help keep communities safe. The first element of a neighborhood watch is the “surveillance” element. In this component, citizens are invited to monitor suspicious activities and report these activities to the police.
