In 2000, Dutch legislation legalized brothels in the Netherlands. The logic behind their legislation was to control prostitution. Given the legal age, people can now voluntarily sell and buy sexual services. This article evaluates a position that human trafficking is reduced when people living in the area of legalized prostitution are made responsible for what happens on their premises. This idea is challenged by the evidence observed on the Netherlands in general and on the city of Amsterdam. Additionally, the paper addresses two questions. What are the consequences of legalizing prostitution and prosecuting sex trafficking? How do law enforcement work with people in these sectors? The main conclusion is that reporting from brothel owners does not create levels of clarity for reporting sex trafficking. The prostitution industry has many of the characteristics of an illegal trade and legalization and regulation of the prostitution industry has not eliminated organized crime.
