    Current welfare reform (in the United States) is not just a cash payment that the poor American citizen could count on. There is a monthly payment that every poor person receives despite their ability to work. The main people who received this payment were both mothers and children. However, American citizens began to become uncomfortable with the old welfare system in the 1990s because it offered no incentives to beneficiaries. to look for a job.
