Throughout the countless pages of history, there are many events of change. Some of these changes are positive while others are negative. However, as each change occurs, it must fight for acceptance. An example of the struggles for change seen in today's society is the ongoing struggle for religious freedom. Another change that currently faces obstacles is the fight to change policies that raise the issue of equality. Finally, another struggle for change is the raging conflict to legalize same-sex marriage. Throughout the examples of all these changes, there is the common factor of changing values. As values change, new changes are undertaken. Therefore, changing values implies new changes, but for these changes to be accepted, they must overcome obstacles. A controversial bill, those who proposed it and those who oppose it are the main elements of one of the major changes taking place in society today. The subject of religious freedom has always been controversial. While one group attempts to initiate change, another group attempts to maintain the life they have always known. Such a struggle is currently taking place in Quebec with the tabling of a very controversial bill. The Parti Québécoise, Quebec's minority government, proposed a bill known as Bill 60. Bill 60 prohibits public sector workers from wearing religious clothing, such as the skull caps of some Jewish men and the headscarf of certain Muslim women. In this case, the Jewish General Hospital of Montreal, one of the most important institutions in Quebec, is a group that opposes this change.
