First, their composition impacts the degree of coherence of the party system and the ability of the government to reflect the needs of voters. Furthermore, they shape public policies and the behavior and incentives of political actors. Whether politicians depend directly on voters, as in a presidential system, or on their parties, as in a parliamentary system, to move up the political ladder, the question of who they are most accountable to depends primarily on the procedure that elects them . How they can allocate public resources to connect them to their voters and even what type of incentives for corruption and/or electoral abandonment also depend on the political system in place. In a presidential system, the relationship between voters and candidates is one of dynamic equilibrium in which politicians with a reputation for "good government" appeal to voters to reject the current one who could have lost. this reputation in favor of the one they believe they do not have. Through this process, voters are able to draw attention to a range of issues they believe are important or overturn a policy they are not particularly interested in by putting into office a politician they believe will fight for their own cause.
