    IntroductionAccording to a study carried out in 2008 by the “Psychological Center” in Azerbaijan, almost 40% of students and academics and one in two teachers in higher education State universities accept bribes. Corruption is the most dangerous disease in the world. It is not desirable for all societies that corruption develops in the education sector. It is undeniable that Azerbaijan is the country that suffers from corruption, especially in the field of education. I will mainly focus on corruption in public universities of Azerbaijan, specifically on its background, its current level, its causes, its culprits, its general solutions and my solutions to the problem.BackgroundAs mentioned in the book titled “Corruption in the 'Higher Education: Some Findings from the States of the Former Soviet Union' written by Paul Temple and Georgy Petrov of the Institute of Education, University of London, UK, Corruption in higher education is common in the states of the former Soviet Republic, especially Azerbaijan, Russia and Ukraine. Azerbaijan still uses the structure of the Soviet-era education system. There are a large number of specialized institutions in professional sectors and they are under the control of the competent ministries in the relevant fields. There are also small chairs, kafedra, within universities. These show that there was a problem in the management structure of state universities since the times of the Soviet Union, and it has not changed today. Azerbaijan's state universities have always been plagued by corruption, and although Azerbaijan gained independence 23 years ago, things have changed less in the education system. Azerbaijan was one of the most important republics of the Soviet Union in terms of quality and efficiency of university education. It doesn't matter which system you use; if university staff cannot live on their salaries, they will become familiar with corruption.2. Another solution is to create student parliaments in public universities which will use the traditional union method; these parliaments can compete with university administrations to protect students' rights.3. Create an honor code that tells students their duties and obligations.
