So Russia's mindset is that they are trying to get back what is there. The UN has imposed sanctions on Russia, which is hurting the Russian economy. The takeover of Ukraine is just a sliver of the situation. Russia wants these sanctions to be maintained, so that its economy can gain strength. Using Walt's level of analysis to approach the subject, we must examine the two subdivisions of neorealism, defensive and offensive. Both theories assume that the international system is anarchic and that states are unitary actors based on their placement in the system, not in reference to their internal qualities. Both neorealist theories would categorize the international crisis in Ukraine as a losing game, while, as Waltz puts it, "the difficult situation is exacerbated by the familiar" and the "security dilemma." where measures that enhance the security of one state generally diminish that of others. Realists would argue that Russia was countering a security threat to the global community, by creating closer ties with Ukraine, and that the European Union was taking away some of Russia's security for its own benefit.
