    Gorbachev at that time wanted to leave Afghanistan, as it had turned into an unsuccessful venture that was a burden on the Russian economy. Little was accomplished at this summit, as Reagan was unwilling to abandon SDI. However; Because of the freedom with which they spoke, their personal positions on nuclear weapons were discussed. It turned out that they agreed on their beliefs about nuclear weapons; they wanted to get rid of it (Cannon). Reagan had made it clear that he would not change his position on the SDI and, as such, Gorbachev let it go, believing that more important things were at hand. The success of previous summits motivated both sides to negotiate a treaty, and the INF Treaty was signed in December 1987, during Gorbachev's visit to Washington (Cannon). This treaty was a major breakthrough, because by removing medium-range missiles from Europe, it was the first treaty to truly reduce the nuclear arsenal.
