    1. Introduction: In Wales, 35 percent of children aged two to nine are overweight, and over 54.2% of these are classified as obese (Public Health Wales, 2013). Wales has the second highest rate of obesity among schoolchildren in Europe (Swansea Sound, 2013). Obesity can increase lipid levels, blood pressure and insulin. This is also linked to the rate of coronary heart disease. Obesity in children may indirectly influence their health as adults (Freedman and Khan et al., 2001). Swansea Council has launched a series of public relations campaigns to strengthen the fight against childhood obesity, such as free exercise classes for children (Swansea City and Country, 2010). However, obesity rates have continued to rise over the past ten years (Welsh Assembly Government, 2013a). Gregory (2000:44) listed ten stages of planning: analysis, objective, audiences, messages, strategies, tactics, timelines, resources, evaluation and review. Based on the results of the market research, a three-month campaign on healthy eating to resist childhood obesity will be designed for Swansea Council. This campaign will present a detailed plan containing: research summary, objective, audiences, strategy and tactics, image idea, evaluation methods, deadlines and budget. In total, a budget of £29,040 is required to undertake this tactic.2. Research Summary Tench and Yeomans (2006:209) argue that research is a necessary resource for setting communication objectives, identifying audiences and developing a message. Secondary research is the primary research method in this research campaign.
