It provides competitive advantages to the organization (Kalakota and Robinson, 2003). Information technology (IT) enables and requires changes in communication and interaction patterns within and between organizations (Mathiassen and Sorensen, 2011). The implementation of IT provides the ability to pass information back and forth within and across the boundaries of an organization. These boundaries modify the operational environment of the organization (Bartoz, 2008). It is therefore essential to understand the external tendencies that drive performance, known as contingency theory (Rider, 2009, Yukl, 2006). This theory describes the importance of accepting technologies and innovation in highly competitive markets to ensure profitability and efficiency (Levasseur, 2004). It focuses on the external determinants of organizational structure and behavior. Contingency means that one thing depends on other things (Daft, 2013). This becomes very important for an organization as it continually promotes widespread technological innovation and radical changes in design in which organizational systems increasingly interact, as the implementation of IT not only improves the communication system , but also establishes a good record keeping system (Warsaba, 2006). Therefore, the use of IT in QCHS helps in reducing the waiting time for counseling to some extent through online initial assessment.
