The government, as a spider, builds its social network between the national and the international. In fact, cooperation with international environmental pollution protection agencies is necessary. In addition, citizens and businesses, just like silk, strengthen the development of society. The government is the leader in the community in leading citizens to achieve sustainable development. The government should take more responsibility for environmental pollution than individuals and corporations. Government regulations can control the locations that companies choose to build their industries. In fact, businesses focus on the interest they earn. “Environmental protection policy puts enterprises at a disadvantage, which influences the development of the enterprise and the interest of winning for their own enterprise, as well as for completion with the other enterprise. This is no benefit to the company. (Rauscher). Businesses are therefore arguing with the government. The government's solution should be equal development between business and the environment. To begin with, the government should limit the location of factory construction to prevent companies from draining pollution from their industry. For example, the location of the industry does not have to be built near a river, but it can be away from the city towards the countryside. Even though they are far from the city, they still have room to build their industries to produce products and expand their works while protecting the environment. The government should connect with other countries to build international cooperative relations.
